So, there are three leaders of the Order, and I need them to report on each other. I was successful to make rich guy report on soldier, and soldier on that social girl. So, if I understand correctly, now I need to make the woman report on rich guy. I can't do it though. I think I exhausted all dialogue options, have both statuses about 7-8, but I just can't get the required dialogue option to appear. And, of course, she refuses to admit her own guilt. Any suggestions?...

No matter how hard I try I can't get all three approval ratings to 5/5 - either Authority or Popularity end up at 4 by the end of the game. Press always ends up at 5 by the end, but I can't get it to stay at 5 for long enough for the buffs to really help. I'm already loading all the money I can into Community Outreach, Civil Forfeiture, and PR Assistance every chapter, and sending Tab off to do By The Books. I'm not beating up suspects.
