Hey i got an error and i cant open steamcmd this is the error

My steam is online?... is it that the file goes to the wrong direction?
Is it because of my country?

Please anyone help me
Do i have download Gmod before doing this?
Didnt do that yet because if it still doesnt work then its a waste of my money

if i drag the vpk files to vpk.exe it says this error

What to do now please

I have the problem where I can walk through props on my server (I host TTT most of the time) and I have cstrike source mounted correctly. I dont know what the problem is.
