Quick Solution - Using the Command Prompt
1. Press the Start button
2. Type cmd and press Enter
3. Paste this code:

echo.
echo alias voiceon "+voicerecord; alias togglevoice voiceoff"
echo alias voiceoff "-voicerecord; alias togglevoice voiceon"
echo alias togglevoice voiceon
) >> "C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\garrysmod\cfg\autoexec.cfg"
Steps
1. Navigate to your games config folder by right clicking the game on Steam>Properties...>Installed Files>Browse...>garrysmod/cfg
2. Edit "autoexec.cfg"
3. Paste this code:
alias voiceon "+voicerecord; alias togglevoice voiceoff"
alias voiceoff "-voicerecord; alias togglevoice voiceon"
alias togglevoice voiceon
4. Restart the game
5. Open the console in-game by pressing F10 and paste this command:
bind x togglevoice
