https://v1.steam.hlxgame.cc/discussions/forum/1/1711816076702261857/ it's not your ISP, it's on your PC steam can't finish update - there few sources, 1st - try run as Administrator if not helped,
second - stop all steam process, especially - steamservice.exe (in cmd.exe, runned as administrator: net stop "Steam Client Service" ) then delete all, except steam.exe, 2 ssfn* files (1 - hidden) & folders: steamapps <- games and addons config <- client config, userdata <- games configs & screenshots, appcache\stats\ <- achievments steam\games\ <-games icons for shortcuts then repeat 1st
