Damage in this game is EXTREMELY broken, wait until they balance the game for the genre that it is. It is not fun to be 50+ minutes into a mission and get one shot killed in a turn-based tactics game.

don't go in expecting GTA 6 with robot limbs, go in expecting an open world Deus Ex hub world with the SCALE of GTA and you'll enjoy it 100x more - also treat as performance art on why not to trust corporate executives.
