It appears to be that the Suede Boots do award sentiment for the intended 4-long chain and then award sentiment an additional time for an additional 4-long chain because they are done in the same, immediate match. Hypothetically this could be done with x amount of additional 4-long chains. The adding of sentiment part is not by random chance because the additional 4-long is the only thing which could proc the boots to give a net sentiment that is greater than 3 per match, even if that net sentiment is inconsistent. Suede boots adding inconsistent amounts of sentiment for multiple 4-long chains (and Leopard Pumps inconsistently adding moves for additional 4-long chains) may allude to the theory that these issues would each be defined best as an unintended consequence or a "bug" that is part of Huniepop's matching system.

In addition, it's likely that many of the people who worked on the game at one point no longer are. Your next best thing is to try the CS GO subreddit. It's not official, but sometimes people from valve make comments. Cliffe, a member of the dev team, has been commenting more recently, or at least was before operation wildfire.
