Russia is a Terrorist State. This is Why.
Russia is a terrorist state because it systematically and deliberately uses violence against civilians, violates international law, and blackmails the world with weapons and destruction.

What Russia does is not a series of isolated incidents or military “mistakes.” It is a consistent strategy visible in every war, every invasion, and every international conflict involving the Kremlin. For decades, the Russian state has used terror as a political tool — both against its own population and beyond its borders. Wherever Russia appears, it intentionally creates an atmosphere of fear, not to achieve a military victory but to break societies, demoralize people, and impose its will through violence.

The aggression against Ukraine has only exposed what has long been standard practice. Russia attacks civilian cities, kills non-combatants, and destroys targets with no military purpose—and does so systematically and on a massive scale. These actions have nothing in common with conventional warfare, where at least some rules are formally respected. Russia intentionally wages war not against an army, but against civilians, using terror as a method to pressure political leadership and psychologically destroy society. Its strikes on hospitals, schools, and energy infrastructure aim to make normal life impossible. This is the classic logic of state terrorism, where the main goal is not military success but the suffering of the population.

Russian propaganda plays a central role in this system. It dehumanizes entire nations, justifies attacks on civilians, and creates a parallel reality in which aggression is presented as “defense” and mass crimes as “necessary actions.” And it is not limited to Russia itself — the Kremlin spreads its narratives abroad through state-controlled media and online manipulation, trying to confuse audiences, undermine trust, and weaken democratic societies.

All of this fits the international definition of terrorism: deliberate violence against civilians intended to achieve political objectives. Russia has repeatedly shown that this is exactly how it operates. Therefore, calling it a terrorist state is not a matter of emotion or rhetoric, but a conclusion based on its actions fully meeting the legal and factual criteria of this term.
