I saw this video you posted (https://www.youtube.com/watch?v=ZLwBwXKFQ30&t=4s) and would like to ask you how to get access to the particle editor, or if there is some 3rd party source you use for editing .PCF files

Insurgency doesn't use .VTX's, it uses .DX90's. There's a conversion tool here if you need it: https://github.com/geotavros/vtx2dx90vtx/releases
