Attacks are valid, frayed blade requires 40 dex and is a heavy investment to a twink (32 dex with 2 rings) and often leaves the twinker lacking vigor or endursnce

Well he's HALF right about twinking...
Tl;dr: min maxing stats and gear for the level to ensure a solid or an absolute advantage most wouldn't have.
Not all twinks come in drop trading; most like myself earn our gear simply by playing at a lower level and weapon upgrade to acquire what we want.
