Short review:

I bought it when it was on sale (12 euro or something like that). Really like the Elder Scrolls universe, especially Oblivion and the Shivering Isles. Skyrim was alright. So since there is no new Elder Scrolls I found this. I suggest that you buy this game. Even if it’s 20 euro. This game is way different than Skyrim and not really comparable with Oblivion. There are regions from both Skyrim and Oblivion but they are different as this game takes place at a different age. The region from Oblivion is a PVP region, you can’t get into Imperial City without the DLC. No Skingard. There is Anvil and Kvatch but It’s also a DLC.

Longer version:

When I first played Skyrim it seemed more complex than Oblivion. There were lots of new stuff, new spells, crafting etc. It was a big step for me. (it was more complex) First time didn't like it but got used to it and it was nice. This game is an even bigger step. There are even more new stuff, quests abilities…

What I was concerned about before bought it:

I don't really like MMO-s and when I watched videos on youtube about this game most of them was about a lot of people fighting with each other lots of strange spells and abilities. I didn't like it. But you can play this game all alone. Just do quests and play it like if it was a single player game. Sure you will run into some random strangers but you can just ignore them. (If you go to a bank/crafting/dolmen there will be a ton of people but it’s not like you have to wait in line to use the crafting stations).

Pros:

This game is huge. There is so much to explore and so many quests I can't get my head around it. I mean I haven't done many quests yet but there are people everywhere who wants to give you one. I’ve only explored around half of the map (base game). The map is huge. Sometimes I just hop on my horse and explore the regions without doing any quests. It's much more complex than Skyrim or Oblivion. At first the crafting was really hard to understand but after a while I got into it. You can spend a lot of time figuring and trying out different combinations. There are tons of them. And this is without any DLC or anything. Just the base game. It's just ridiculously huge. The main quest line was nice. I really liked it.

Cons:

I didn't like the part where you had to beat Molag Bal. It should've been harder to beat him.
After a while it just becomes too repetitive and boring. The quests are basically the same. Talk to someone, kill somebody, get something bring it to someone, talk to someone, read something. You don't really have to understand anything you can just skip all the conversations, don't read anything just go. Sometimes there are puzzles but they are not really challenging. So that's a con for me.
After a while upgrading your horse skills and researching traits can be like an everyday chore. (There were days when I just logged in to upgrade my horse and do some research) You have to wait so long it's annoying. You can upgrade your horse skills in every 20 hours. It costs 250 and you can spend 180 point on it. So in the end it costs you 45000 and about 6 months (I assume you wont be playing the game in every 20th hour). This can be improved so much.
There are several world bosses but with a couple of people you can beat any of them. It would be nice if there were some very strong bosses with tens of millions of health. which can only be defeated by like 20 ppl.
I am lvl 40 and there is no region where I can't beat some random enemy alone. (except world bosses). Craglorn seems to be the hardest region but even there I can get along just fine. (Although NPCs are stronger there and there is a lot of group stuff).
