It's an archive file, even though it seems to be missing the file extension, so unzip it with winrar, 7zip, or whatever file archive utility you want to use.

You will probably need another program like Audacity to convert your mp3 file into a .wav or .ogg file first.

I recommend joining the ModWorkshop discord if you have future questions- I am not very familiar with this type of mod, so you have questions or need help, you will likely have better results by asking there.

It was, ironically, the throwables module

make sure you don't have another mod causing conflicts- i'm not encountering this issue when i have only superblt, beardlib, and the perk deck mods installed.

On the perk decks I have tried that use a throwable, they have been stacking when they regen, and apart from the true gambler, with the perk decks that i've used (kingslayer, junkie and infinitum), they dont allow me to use the throwable again.
