The primary improvement that I would request would be bigger maps and more sub-variations. For example, locomotion has two different sub-variants consisting of goods or people, and hospitals/police/fire-dept all basically consist of one sub-variant. Education is probably a good example of sub-variations with elementary, high school, college, and specialized buildings. The advantage of sub-variations would be to make more substantial differences between, for example, a large number of small towns clumped together and a large city providing a full-set of services, and a larger map to provide enough room for both a central city and surrounding towns.
