You could also choose neither, which I believe leads to different dialogue, too.

yeah ran into my first choice - kill the soldier or civilian hanging fromt he bridge... jesus

It's well worth playing through to the end, and replaying for the different choices. There are something like five different endings, each with their own set of soul-hurting feels.
I love the hell outta this game.
