step 2: copy everything in the mod into the steam/steamapps/common/fallout/data folder in your program files. it might be under program files (x86)
step3: figure out which .esp and .esm files this particular mod uses (useful to know later when you're mixing and matching mods)
step 4: when you load up fallout it will bring up the initial launcher which you most likely immediately click 'play' on whenever you play
step 5: click on 'data files'
step 6: dont uncheck anything that is already checked, especially 'fallout3.esm'. the other, already checked boxes are likely for any DLCs you have
step 7: check the mods you want to play with.
step 8: click ok or back or whatever it has and then click play
some mods are best used if you start a new game with them but a lot of them will work just by plugging them into existing saves. make a back up of your save files in a separate folder in case a mod corrupts them. fallout nexus is the best for mods
