For your website: the lvl 0 mvm items are awarded every 256th tour, not "over 200". Fabricators and killstreak kits also can drop as lvl 0.
Also every weapon that could drop when mvm came out could have an odd level so you'd probably want to condense the winger/mangler into one box. I don't have a list unfortunately.
