Was able to join the Broadcast chat, not sure which one the "Steam chat" is.
You were also told that your friend had to contact Support.
But instead of listening, you accused people of being gate-keeping fanboys. Perhaps you'd do good in listening to what people tell you every once in a while.
That said, normally I think 99 out of 100 people asking to look into a ban where genuinely confused* or withholding information, but the ban was legit.
With the outsourcing of Support I am not that sure and the number definitely crept up over the years.
*like when you have a very offensive name, you might be reset and lose your name history, and it might look like it was for nothing- heck, someone might not even remember setting it (a drunk night of gaming) or not realize that it was offensive (world is a big place, nobody knows the entirety history of the earth and all intracies culturally speaking). It's why I dont like how systems are set up and would always clarify or follow up. But that's in the past.
Killah can't verify anything, as he doesn't have the tools.
Your friend should contact support. That is what he can do.
If they can't or won't help, your friend is on his own.
My guess is that Steam Moderators can view the written text on someone's profile even though it's being forced private.
He figured that me leaving a comment here and adding him would be enough to get in contact with him and elucidate things. Neither of us realized there would be this much gate-keeping and second-guessing by his fanboys before word could get through.
He's literally shared 5 screenshots with you of the ban, as well as his profile history for you to see that his claims of being falsely banned are very true.
It has nothing to do with Killah or any other community member.

You're also not really up to speed on, or ignoring the fact that killah stepped down, got asked to pick up the mantle again, and after that the volunteers were discontinued. So yeah, that speaks volumes. Just like your poor attempts at baiting speaks volumes.
