To answer your question, TF2 updates take so long to download because the way the file system works, it replaces large chunks rather than just the updated code (this will be fixed with SteamPipe next week) and because the server is saturated with client update requests. You can download much faster if you switch you client location temporarily to somewhere like Israel or Sweden since they aren't hammered the same time the US servers are.
