Simply put: yes, would 100% recommend this to anyone, regardless if they played the previous games or not.

A more detailed review would be:
✔️ Great open world map, quest lines and side activities
✔️ Awesome character concepts with good initial balancing regardless of possible glitches and bugs that may occur
✔♥♥♥♥♥♥dom of world exploration and side content completion at any point that isn't locked by any progression barrier, with very small exceptions
✔️ A LOT OF GUNS

✖️ Your open world exploration progress is individual, doesn't transfer to other new characters.
✖️ Co-Op still feels weird. There's currently a lot of rubber banding and desync, but not unplayable.
✖️ Checkpoints can't be used as fast travel points, which would be much better than a handful of safe houses and silos.
✖️ In the game's current state, going all the way to UVH Rank 5 doesn't feel rewarding at all. The drop rates in UVH Rank 1 compared to UVH Rank 5 feel the same. Same goes for the weekly mission and Big Encore.

The review is subjected to change since it's been written 2 weeks after launch.

Overall: 8/10 and by far the best Borderlands that's been released yet.
