man, i check u stream. U have bad setting video for cs. Problem - drop fps (40 on video).
if u change setting video, fps boosted x2, maybe more. it will become for u good game.
just listem me.
u dont need good video settings (shader, shadow, etc) to play game. But u need a stable fps. + training shoot on aim-map (use workshop steam for this)

and, please, put these settings. Enjoy the game.
(english is not main language. sorry for mistakes.)
global shadow quality - low or medium
model / Texture Detail - low
Effect detail - low
shader detail - low
multicore rendering - enabled (u have this)
multisampling a-a mode - 2x msaa (u have this)
FXAA a-a - enabled (u have this)
Texture filtering mode - bilinear (first !!)
wait for vertical sync - disabled

and reload csgo.
(+ experiment with 4:3 resolution - models wider)
