The game has pretty bad performance no matter what, the main menu feels like it can barely run pretty often.

I have checked and it's not even a CPU bottleneck, it's entirely GPU. I'd give leeway if it was cause my less powerful CPU but I do go a little above the GPU minimum

And even then, my friend on a 3060 and a better everything than me, had performance issues as well.

Minimum usually just means the worst card they had on hand that ran the game. Back on my old GTX 660 I was well below minimum of many games yet many games ran honestly fine
