im(20M) getting stalked by this guy.(35-40M)

I crossed the road 4 months ago and stopped a car while crossing and this guy kept looking at me so i looked back, didn't think much out of it until 2 weeks later,

on my way to gym he passes me by his car then does a U turn to pass me again this time facing me and staring at me, then a third time. At this point i was scared but still ignored it.

2 weeks after that as im walking to my apartment this guy drives his car and parks right outside my apartment, i didn't see him coming so i didn't Think about not going home. Anyways i went to him and told him are you a neighbor or something? He said no i just found you staring at me and i told him no it was you who kept staring at me and he said oh okay, i told him so you dont need anythin(kinda ♥♥♥♥♥♥ up saying this because it sounds inviting) ? He was like umm and then i interrupted him and said so there is no problem right ? and he said no thanks and drove away.
