This would be because those who opted into the Steam Beta are, unfortunately, no longer able to see messages made with the /me command. Valve's removing it because people have been successfully scamming idiots into illegitimate trade offers by tricking them to think /me messages are Steam-admin messages.
So anyone sending you a message from current-Steam using /me (if you are in the beta) means you won't be seeing it. It is a slow-growing problem among the fraction of users who, like me, tend to use /me or recieve messages from others who use it. In a couple Steam updates or so they'll just do away with /me altogether.
