You're looking into learning JavaScript/CSS, huh? Might want to check out https://developer.mozilla.org/en-US/ if you already know how to code in some language, and I've heard http://www.codecademy.com/ is awesome if you want to learn. Just please, avoid W3Schools - http://www.w3fools.com/ .

If you're having trouble, there's always Google. A good Web site specifically for coding is a community Q/A site called http://stackoverflow.com/ . That site alone has probably helped me with a good 80% of my problems.

Another route: generally, before these interactive Web sites (and when dinosaurs roamed the earth), I used to do things the old-fashioned way: checking out a book from the library and reading it from cover-to-cover, trying out the examples they give and tweaking them a bit so I'd remember.
