In your library just right click the game, go to properties, local files, browse.

I am talking about Naruto Ultimate Ninja Storm 4, and Evolve. But i don't know how to find them since they are stored in the steam directory. I am sure they use DirectX.

That's not really true, it has to do with how the game it self is developed. Some games use Direct X, some use Open GL, some use other render engines.

Well my question was really about doing it with Steam. The tool exists for Windows 8, but i believe it can't be done with Steam games right?

That's tutorial is really old, I don't think it's a good idea to use it unless your on windows 7 or older really. That DX tool isn't on windows 8 and 10 you would have to copy it to your system from a windows 7 pc, but I don't even think that would work the same really.

yeah after I bought watchdogs and this solution didn't do it for me I jsut got the GTX780 Asus OC edition and called it a day ;)

I have a geforce 8800 GTX...My card doesn't support shaders 5.0, sadly.I'll try to fiddle more with dxcpl to see if I can get something to show up on the screen. Its the first time that I have an issues like this really.

Yeah it's possible, but keep in mind that you would need a REALLY good DX10 card to even play Watch Dogs and many many other games that don't actually support it.
