Here's the thing, "it's a good game", but to those wondering about performance issues such as micro stutters, and crashing, it does happens every so often. I had to reinstall my windows just to make FH4 run well (yes i did reinstall fh4, verify files, turned off antivirus software, allowed firewall exceptions and other troubleshooting methods to no avail)....more below

However certain stuttering issues still persists. I might sound stupid here, but hear me out. Locking the refresh rate and turning on v-sync seems to be suppressing this issue quite significantly. Although i'm pretty sure Refresh Rate and V-sync usually does not affect micro stuttering and stuttering in other games(example being like how a game chugs every few milliseconds when its running out of ram or max CPU usage, sometimes resulting in Controller input being cutoff resulting in loss of control and whatnot), but it seems to help in this. However this is not a definite fix but it might help suppress the issue for some people..... My personal experience below

-Before, 0/10 And to put the rating into perspective (Before reinstalling [crashes 15 minutes after going into free roam,progressively becomes completely unplayable, crashes at launch and or loading screens]),

-After, 9/10 reinstalling windows and changing settings, [No Major crashes, can load into the festival, no game crashes at high speed or races, 90% less stutters *game still hangs on occasion while in online adventure loading after completing race transitioning to next race], *stutters in cinematics still persists, as mentioned in official forums.

In conclusion, not everyone's experience will be the same, you might not have the same issues, but judging from the steam and official FH4 forums, performance issues still plague this port of the game by (@SumoDigitalLtd), however i'd still recommend this game to the PC gamers and car enthusiasts out there if you're willing to diagnose the issues.

FH4 App Build: 7057038 (their steam updates are unlabeled and un-categorized since April 20th 2021) had to check steamdb for update logs and changes which are sorta vague)
