This DLC is really poorly implemented. The new cosmetics can only be accessed in a campaign by equipping soldiers with a new armour called "the Resistance Warrior Kevlar Armor". This new armour is identical to regular Kevlar Armour stats wise, the only difference being the cosmetics you can equip. Worth noting that you can't use the new cosmetic armours in the character pool at all, for some reason.

Attaching the new cosmetic armour that is functionally the same a the regular one was a really stupid idea because;
Firstly new recruits will never have these cosmetics be default since they all use the regular armour. Secondly, you can't see the new armour cosmetics in the character pool created because once again all characters use the regular armour. The only way you can use it is in a campaign.
