Truly a great game, items are interesting and work brilliantly giving you diverse options in tactics, story is mysteriously vague in a way I personally like, art style is really nice, complimenting the psychological grittiness of the game.

F Victorian government, not sure on their involvement in this but its fair to say this is one of the better things they have had a hand in, whatever that maybe.
