I think enough people have covered the frame cap and stuttering issues, which are every bit as prevalent as they say, but I'm also having graphical issues beyond this. As I'm running a 2gb 770 I have had to lower the settings to achieve an even slightly playable frame rate, this may have something to do with the issues I'm seeing but even so, the 770 is hardly an outdated or underpowered card. First of the pop in for some textures is absolutely appalling, anything that isn't in the immediate foreground is a complete blurry mess. Batmans cape (which seems specific but it is a very prevalent feature of your view whatever you do has distracting artefacts and the edge of the cape looks very very low res, to the point of appearing to have square edges, it also has a weird tendency to stripe flat black across its diameter. the textures on low look abysmal and are well below what I expect for a minimum 2gb requirement. But the straw that breaks the camel’s back is the batmobile sections, the massively sub-par pop in makes the entire batmobile look awful. The batmobile controls are ridiculously poor and just being in it will cause your framerate to absolutely tank (from 50-60 to >25 FPS in my case). It is, in short, completely unplayable in its current state.
