You don't need one at the moment, the vanilla game has a bug where you can transfer ownership of everything on a grid as long as you own a control panel somewhere on it :(

I only know of ways to control sub grids, not completely separate grids. For sub grids it's really easy with whip's sub grid wheel control script (you'll be able to find it by searching for that) :)
