Beyond playable on a modest PC, in the same way as Witcher 3 they've ironed out bugs over time and perfected their game. No doubt their were some tough days early on, but it's smooth as hell for me on a 1060 right now so yeah. Also has very engaging quests in both the main and side stories, there's always something to see in Night City.
