That is the Fallout Script Extender, (FOSE for short) It basically makes modding a bit easier and tackles a few other problems liek Windows versions, Bug fixes, etc.

for fallout 3 i dont remember what i did to "fix" it but iirc i meant that instead of trying to download some "fix" i found a reliable torrent that didnt have any problems and made the game run smoothly. i dont have the torrent file anymore but im sure if you look for it there should be a suitable substitute. retarded devs forcing their customers to torrent their game... they should just have that torrent listed in their steam page to save the hassle of everyone trying to download a broken game
