Hey there, cousin. First of all, GTA 4 is also one of my all-time favorites :) From what I recall, the RTX series is known to have problems running old games (that use DX9). I read about this issue 1-2 years ago (and back then there wasn't any fix / solution). It's unfortunate that nVidia didn't / still doesn't care... yet their GPUs are overpriced. I think there should be a legacy mode, where the tensor cores (responsible for ray tracing rendering) get disabled. An option to toggle via nVidia Control Panel... wishful thinking :\

They don't decide what you do and do not play, they decide what they put on their store, there is a difference and if one chooses to 'censor' such content that may be considered to condone a known illegal act of rape; it's left to debate but the majority will believe they're doing the right thing.
