VAC detects cheats for other games as well not just CS, so if tyou had another game which you used hacks for to speed things up for example and left it running when cs was on, then that results in a vac ban. if you can provide evidence for something like this, it has been reversed in the past. Also yes if one account with the same phone number or email is banned the other will be too. Your smurf wasn't banned as you haven't linked it so something must be wrong... good luck on trying to prove it
