Cyberpunk as a modern genre has an identity problem. The genre was originally meant to embody what technological advancement could look like if we don't pump the brakes, to show what rampant consumerism and capitalist grind culture could do to our human identity. For all intents and purposes, the "punk" side of cyberpunk was meant to imbue a sense that cyberpunk media is protest art. It's a bleak, but paradoxically beautiful mirror to hold up to our own society; unfortunately, that beauty often undermines its own message.

download potato mods, downgrade everything in engine.ini (i.e. limiting amount of particles emitted), lower all your settings, allow tekken to properly benchmark your system so it can decide (poorly but slightly better) optimized settings that you can start from to improve. Either that or please do not play Tekken online knowing your system cannot run it stably. I don't mean to be an ♥♥♥♥♥♥♥ about it, but you gotta try to improve it at least.

Dude. I don't know what this person is doing, but it is by far the worst performing match I've ever played. It feels like it's intentional too. Genuinely, shouldn't be on the game due to this issue and/or manipulation.
