2: The main issue in a tornado for a nuke plant is the spent fuel cooling. Spent fuel is still rather radioactive, and gives off enough heat that many sites need active cooling. If power goes down, that water heats up and could potentially boil off, presenting a small radiological hazard contained within the facility

1: I'm not sure what your exactly trying to get at with the reaction time statements, but yes even in the case that there's a tornado the reactors are designed to be failsafe. First, whenever they're built, a seismological and meteorological study is conducted to see if the proposed site is actually stable enough to warrant building on; if the area sees tornadoes regularly, it won't be chosen. Furthermore, the actual structure of the reactor is so enforced that even if the building came down around it, it would be fine

You can't (without cheating). After the giftapult-to-key exploit valve started including a cryptographic signature with the items_game.txt file, which is checked on startup. If the signature is invalid, the game refuses to run. Because this signature is signed with valve's pgp key, a key which by the nature of pgp is basically impossible to reverse engineer, no one can change the file and have the game recognize it as valid

That being said it's only a check ran on startup, so if you were to do something against the TOS you'd be able to "edit" the list in-game or load a pre-edited one after launching
