uninstall all the C++ versions then reinstall all new fresh copys((From 2005 to the 2017 ones but don't forget to reinstall ALL of them, some of your OTHER games wont work without it)).

((You can use the commonRedist folder in most of your game files to the new copys quickly)) then run launcher.exe (not AoM.exe) in compatability mode for windows xp SP3 and use -nostartup it will launch.
