Make a folder somewhere to store Steam games (either on another drive, like if you have a "D:" with a lot of space that came with your system, or one directly inside of "C:")
Example for me: "D:\SteamLibrary"
Next: right-click the Steam icon in the system tray -> Settings -> Downloads
In here, there should be a button called "Steam Library Folders" and add the folder you made to the list.
Finally, make sure L4D2 is NOT running and then try to move it.
If it fails to move the game, make sure it is synced (backed up to the cloud) before you uninstall and reinstall it (making sure to select WHERE to put the game).
