I can tell you that you don't have a bottleneck with your cpu, because your cpu and graphic card are working well together, but here the problem is that you have hardware that needs to be upgraded. An i5 of the 3rd gen is very old, nowadays Intel has the 12gen and amd is working with the amd Ryzen 5000 series.
Maybe you can get some more fps lowering the graphics and the resolution of the game but in anycase you need to upgrade your hardware.
An i5-11400F with a RTX 3060 would be a good choice with 16 gb of memory ram and a good motherboard with a good psu (power supply unit).
