I regret to inform you, however, that we currently don't have a way to give you "20 foot horse ♥♥♥♥" you requested but we'll work on it.

The wallpaper was created as a workshop item for Wallpaper Engine (http://store.steampowered.com/app/431960/Wallpaper_Engine/) .
You'd have to buy the software to use the wallpaper. It's only about £3, so it's very much worth it.
However, if you don't want to buy it, the only way to get it as a gif would be to convert the 2min youtube preview into a gif. Not sure if that's even possible, due to the length.
The thing is that I don't own a 4K resolution monitor, so the preview was recorded and uploaded at 1080p unlike the wallpaper which is in 4K.
I'm also not sure about the quality of the gif you're going to receive, nor the framerate and size of the file.
Gif files weren't made to support high framerates, high resolution or high quality colour space.
