I can tell you I only played it through twice, one where I followed the rules to a tee and another where I did what I thought was the best way to keep order and balance.
Considering it seems like you've done both perhaps it's a combination of how you speak to Fate and how you played the game.
In both of my playthroughs I pretty much chose the same answers which were the ones that seemed the most like you're a happy & free-going worker ready to do your job without any hassle.
Basic summary: Be nice to fate and choose only positive answers. I don't know which type of play style got the achievement so just try to play through both again sticking to nice & positive answers only.
I mean all I really know is the achievement is for some how getting a raise.
