1.9 adds four things:
Base Game: Market and Trade Rework
Base Game: Diplomacy rework through Treaties/Articles
CoC: Expanded Company options such as Charters & Monopolies in addition to producing Prestige Goods, a new good exclusive to this DLC.
Coc: Expanded articles relating to Companies, Goods, Non-Colonization, & Law Commitments.

Already the Base Game improvement to Victoria is tremendous and entirely changes how the game is played. (Arguably much more than 1.7) Finally introducing the game to a state that it should of been at launch... It finally allows you to manipulate the market and force yourself into such through force and production. In addition, investments; a feature added from Sphere of Influence now gets much more integral use in this dynamic. But the update alone isn't what sells the DLC, if that was the case Pivot of Empire would be a great DLC instead of a waste of money. The features for companies and prestige goods add features that add and improve upon playstyles and flavor immensely, now massively enabling for agricultural or tall ways of playing in addition to the foreign investments now becoming much more pivotal to the Victoria 3 experience. While Prestige Goods is a gimmick, it is executed extremely well, is user-friendly/straight-forward, and isn't unfair to play as or aganist unlike Power Blocs.

While this DLC isn't integral to the Victoria 3 experience, it is by far the most recommended DLC for changing your experience with the game and opens you up into much more options than Sphere of Influence ever could. Not to say that SoI isn't a good DLC; it's foreign investments combines greatly with this DLC but it's arguably bloated with stuff you may not have interest in for a $30 price-point unless you want a straight buff-machine of power-blocs or more subject interactions.

While I think every Paradox DLC is overly expensive, I believe this DLC is one of the most integral out of others I've played such as Stellaris or HOI4 so I would recommend it in comparison to most others.

Karel has assumed control of the platform is too extensive of an ♥♥♥♥♥♥♥ to state in a steampost, NeosVR development lies now in Froox's development team of Yellow Dog Man Studios, but certainly not here in this brand that Karel has stolen.

Game must be played with little of prior knowledge of the game itself. The entire game itself is spoilers, and is inherently a game which its value comes from this lack of knowledge for you to find out yourself to be memorable and exciting. This makes it hard to recommend aspects of the game outside of being a "space-exploration puzzle game" to the average consumer, but take everyone's word on it being a good impactful game that can't be talk about. Talking about it inherently ruins the game for others, but if you enjoy the extrinsic properties of the game from the steam tags at face-value; this game is worth picking up immediately.

While not being too reliable on launch day 1 from personal opinion, the killer is pretty decent enough to worth buying. The perks offered from both survivor and killer especially justify getting this DLC if you're a regular player of the game.

It's alright Early to Half of Mid-game, then you realize the game it just literally ONLY grind with no new content besides some numbers changing. It's not as grindy as it use to be but this game is more grind then a strip club.
