For his Builds, go:

Hextech revolver > Boots of swiftness > Rabbadons death cap > Rylai's crystal scepter

fill it out by upgrading the revolver too a will of the ancients, and fil the last spots with items your team needs (like absyal scepter, or maybe a void staff if the enemy has high AP resistance)

he is a bit of a heavy-assit hero, though honestly once you get hte hang of his build hes a ripping killing machine :3
what oyu need to focus on vlad is NOT to build what is suggested on his build-sheets. I start with 1 of his books that give +20 AP, and 1 health pot, then i rush building into a hextech revolver, as the spell vamp is essential ( i even get it BEFORE his booties!)
as far as his palying style goes, you obviously want ot focus raising his Q first, his W one level (at level 2), then just go, Q, E, Q, R, Q, E, W, E, W, W, W etc
hes really a fantastic hero, but you need to be super judgemental on the chosts to your health, as only his ulti, and transfusion (his Q) dont cost him health XD
although once you have a lot of spellvamp, the spell costs are essentially wavered XD
