Oh, I understand it when reading it, but I'm not sure how to make a script by doing it from scratch. I have been playing around with some just by editing, but I can't quite fully grasp how to start from scratch.

As far as I know, it is used for registering game and script events that contain callbacks (what you want to do when the event occurs) into the directors table in order for other script add-ons to work with each other, without them, the callback will overwrite the default.
What VScripters do usually put that event function into a table and execute callback function with the table as the parameter like this:
__CollectGameEventCallbacks(your table)
or
__CollectEventCallbacks(your table, "OnGameEvent_", "GameEventCallbacks", ::RegisterScriptGameEventListener)
