wont give me DLCs for free

I am so confused and i searched on google on what to do. i have no friends that play PC only console game systems. can anyone help me? when i try and select fallout and press install at the menu it keeps telling me to go to my DVD-ROM and installing there . i did go there i think? or maybe i am lost ,but i couldnt find fallout anywhere. so please can someone help?
