Let me tell you my in-game experience:

New game on veteran. Came as far as to unlock the two first regions, when the new campaign started.
First encounter with the viper boss was hard, considering all the other lesser vipers just poured all over my units. I was however able to make a defensive position with my corporals and sergeants, most thanks to having Central in my team.

Excellent encounter, great gameplay. But that's where the fun stopped.

Taking my squad, consisting only of corporals and sergeants to the first facility (primary campaign), I do my best to take down the enemy squads one by one. Easy enough, if you know your tactics.
All of a sudden, this viper boss appears, along with two enemy squads.

This shouldn't have been much of a problem, even if I take the boss' ~40 health into consideration. The problem is that for every single move I make, with any of my units, the boss gets to make a move. So while I'm trying to hold my ground against all of my targets, the boss just skips around the place, binding, killing and knocking my units unconscious.

The whole "boss reaction" part is what is ruining the gameplay. Had it been an encounter where you put your squad against only the boss, and perhaps one other lesser enemy (just like in the first encounter), it would be just fine.
But having a whole lot of targets to deal with, along with this boss, is just impossible for an early game encounter.

This needs to be nerfed. A lot.

Oh, and the "strange" weapons you get? They're ♥♥♥♥. I didn't even want to use them.
