The best thing you can do is file a dispute with Steam Support while also at the same time getting into contact with Wallpaper Engine Devs. They will help you though it and speak on your behalf as well. But yes, for the most part I did end up getting it solved through Steam Support, but also with the dedicated help from Wallpaper Engine Staff. You can also talk with the Devs of Wallpaper Engine directly through their group discussion, they may be able to help you with any issues~
