The U.S. 4th Circuit Court of Appeals upheld the conviction and PA and the US Supreme Court refused to consider the case http://caselaw.findlaw.com/us-4th-circuit/1431669.html
So in light of 18 U.S. Code § 1466A and Whorley it does not appear that possession of lolicon is without legal risk in America.
