We haven't agreed on anything in regards to VC's, but it shouldn't be too hard to determine when a side has lost. Fall of London or Berlin would be an almost definite defeat, with fall of Moskva, Tokyo or Washington(lol) would be secondaries. If, let's say, all my allies die, the allied might concede defeat.

By the way, what are the Victory Conditions we are using for the HOI game? Just want to know what we all have to achieve to declare victory?
