That guy was me. I was getting arrested for "threatening a police officer" and I was against a wall after moey shot me (fail RP on his behalf) and he didn't do anything about the guy that dropped the weed and continued with me. Some other cop picked it up and made some money but did nothing about it.

Dont bother asking atm mate, they are trying to sort things out that are bugging or glitching out on the server. Currently we got nothing (other than the trail run of WoW) working for vG. Just give them time to fix it so everyone can play again.
