Sadly, neither of those can be a dream come true. Smurfing will always be around, WarOwl states that although smurfing is a pain in the ass, sometimes they even help you by "making you better" (https://www.youtube.com/watch?v=FeTDWNf3zyk) Although Valve could implement a type of system that searches your system (Windows/Mac/Linux/SteamOS) that looks for already existing CS:GO files but I doubt that will happen. Also Geck makes a pretty good point.

I can't sign that, Its impossible to have everyone at a positive K/D unless everyone's is 1.0. I would, however, support a petition to ban smurfs since they are a pain in the ass
